Efrain Black turns himself in after fleeing deadly crash at 4th and V Avenues
On Monday evening, February 13, 2017, an eighty-year-old pedestrian succumbed to his wounds after being hit by a hit-and-run driver, according to a recent article from NBC San Diego.
The article detailed a crash that occurred at 4th and V Avenues in National City, when the victim was crossing the street in front of his home. The driver, identified by the police as 20-year-old San Diego resident Efrain Black, reportedly fled the scene at first according to police.
